Mobility Scooters The USGA has mobility scooters on-site at all 13 of our national championships to help people who may need them to get around the course and enjoy watching the good play. Cece Durbin of Illinois had a player’s ball end up against the tire of one of these scooters. Cece had to help out Moira Dunn on the 14th hole when her shot came to rest against a tire. The mobility scooter, under the Rules of Golf is a movable obstruction. Cece had Moira place a mark next to the ball in order to find the exact spot in the event the ball moved.
